They are not implementing Safety Car aspect, procedures and anything else related to this. And don't want to do this.

That's unfortunate, just adding that option of reality to the game would upscale it's strategy coefficiency, and give more depth, fun and competitiveness to all levels.
I presume they don't have the necessary programmers to implement it.
Oh well... I'll send a couple of prayers then, for the very near future updates... Either that, or I crash course the web and they hire me to do it ! :-P
It so wouldn’t. When the Safety car was introduced last time was an absolute disaster and ruined the game.
The safety car was a brilliant idea that every player,v But it was implemented poorly, this is important to know, because if the Devs had made a few more changes it would have work beautifully.
We are playing a managerial game, we are not playing with a roulette... safety car and accident are a no-sense in this game.
I played another f1 game In the past. It was not so exciting watch my car retiring In the last lap when it was first, without any reason. It was not funny!
This game is managerial: if you have best driver , best car, best strategy, you have to win.
