I am a level 31 manager, but I can't seem to grasp the car development yet. I have a 5 star lv31 headquarters, and both my TD and CD (acceleration) are 5 stars and 100% talent, but I still seem to have one the the slowest cars on the grid. Is there another way of gaining for development for your car?

By investing in a chassis and buying chassis hubs can get you a research bonus. And having a TD with legendary design skill earns you a fixed 3 design points (max 5 TD’s). And an engine gets you some precious design points as well.

But building a good car is much more than the TD, CD, engine and chassis
