I bought a driver from a friend and the salary was 344k.
What happened instead?
When I got him The salary went to 700k plus and the customization got wiped aswell.

The wage is not a bug, it is determined by current level of the driver only, 700k for L11 is reasonable.

The salary depends on the level of your driver.
If you promote drivers from your academy, the salary is low. His salary will increase by 10% when you renew the contract.
If you sell a driver to another manager, the salary will be raised depending on his level. That's why on your case you have to pay him 700k.
