The facility I mentioned is far below my skill level, and the option to upgrade it isn't showing up. I can upgrade other locations, though. I understand this is happening to other managers as well.

The mistake is repeated and persists because other managers experience the same thing.

I just logged in as you and I could upgrade it just fine. 

Your simulator facility was under construction so I completed the construction for you and then sent the tokens back to your account. You got a free upgrade there as well. Now your offices are under construction.
