Certain areas even though are at 100% keeps being upgraded and training health is being wasted when other areas are not at 100%. Still area which is at 100% keeps getting upgraded.

There isn't a specific area this happens to. But when I train drivers it's not systematically changing to area which isn't upgraded if certain area reaches 100% then training shouldn't be wasted

TranslateThe same thing is happening to me. My Knowledge is at 98% and my Morale is at 100%, but my Morale goes up after training.

Exactly so once a specific area reaches 100% training should automatically move to untrained areas and training health shouldn't be wasted that's how it used to be but lately I noticed that's not what's actually happening. Even though 3 out of 4 areas in driving are at 100% and 1 area at 98% when I train my drivers the 3 areas keep going from 100%to 100% and one sick on 98% isn't being topped up. This is same in all areas.

It's still the case that fully trained attributes are not considered for training, but due to atrophy, at least with daily racing, it means that attributes are rarely ever fully trained. However due to rounding it still says 100% as it takes several rounds of atrophy to wear a skill down enough for it to start rounding down to 99%, at least as long as the driver isn't on the older side.

Another issue that I just noticed now is u have 5 star Dr but when I train my drivers it uses 11% health but when I train my drivers they use 10% health. Isn't it supposed to be 10% health usage per training if you have 5 star Dr? So this discrepancy?
I don't agree with the above explanation as it clearly shows progress bar on training where unless it reaches 100 it doesn't give us +1 on driver training. So it goes 20 37 etc until it gets to 100 to give +1 then it should be same when it's going on the other direction. So as you said above atrophy is occurring then it should remain 100% until it goes down to 99%. Only once it hits 99% should we be allowed to train them again if it says 100% the that should remain 100% and u trainable. If not so it shouldn't say its reached 100%. If it's at 99.3 or 99.5 then it should remain at 99% until its reached 100% and untrainable attribute. Current system is silly and confusing and clearly wasting health and training. Progress bar goes up slowly to give +1 then that should be full +1 and not waste +1 for 0.05% or 0.20% due to atrophy.
Don't like the fact we can never hit 100% on health of drivers and staff even with daily training with best of staff with all being 5 star. The new system implemented clearly is negative to all managers as no matter what we do we never get to 100% and by chance if we miss a day or few we are further punished. Shouldn't there be a little giveway where after so many days you reach 100% and if you do miss few days if you train for certain period you can catch back up and get up to speed. The current system is horrible as us managers can't miss a single training session forget a day or few.

Yes, it's supposed to be 10% per description, so I file it under bug, It was working correctly once, but for some reason fails for some time now, but so far no fix.
Also I'm just saying how atrophy and training is, also that's not a bug, but don't know if the resulting effect was fully considered and intended. Also I'm not saying it should be like this, personally I consider it a problem negatively impacting gameplay, but suggested changes are bettter for Suggestions, as here they are more likely to be overlooked and buried.
