After the December update, some managers moved to level 40, others to level 30, and so on. The advantage for those already at level 40 is that they can continue developing technology, design and research without ever having to stop. Those at a lower level, instead, have to wait until their level increases before they can progress further.

Il vantaggio di chi si trova già al livello 40 è che può continuare a sviluppare tecnologia, progettazione e design senza mai doversi fermare. Chi invece è a un livello più basso deve necessariamente aspettare di salire di livello prima di poter progredire ancora.

Hi Marco, this is caused by the accumulated experience points. Even at level 30 all accounts continued to acquire exp points. Once the update happened, this experience was "liberated" and used to level up the account. That's why the more senior managers are likely to be level 40 or near it.
Now, yes, being level 40 is an advantage as you say as those managers can just build nonstop since their account is at 40 already.
However, there is a disadvantage. With the updates the technology facility scalates with the account level. This means that a level 32 account with tech at lvl 32 has a maximised drs and kers, meanwhile a lvl 40 with level 32 technology facility has their kers and drs at 80/100 potency. Even if it shows 100% for kers, believe me, it drains way faster and is less powerful.
That said, if you want to level your account up quickly, you can always do sprints to catch up.
