I'm pretty sure this is a bug but so far of 3 people I did in a level 2 driver academy at level 8 all were level 1 i'm not sure if it is a bug that changes it so only talent level 1 people show up but can this please get looked into?

You may want to upgrade your YDA. The higher the level of the YDA, the better the talent of drivers scouted. Just because you are level 8 doesn't help except for allowing you 6 more levels to improve your YDA.

It's a roll of the dice but at level 2 Academy you can get level 8 talent drivers. You just have to risk those tokens. Chances are better the higher your Academy level. A level 9 Academy will produce some talent 18 drivers but it took me about 20 tries to get one.
