Although the player named @Celil Tekin in my league is at the 12th level, he is still in the rookie league due to his balance weight for the last 2 seasons. Don't we have a chance to take him to the professional league?

Hello, Manual promotion of players is not provided, they will have to finish in a promotion zone themselves. Even with the ballast, I'd have thought this would be possible against lower level accounts. Although that would depend on the quality of drivers and facilities they have, so not a given.
