and..
"The average Reputation XP of managers entering this race was 5278 XP."
- so even finishing 6/10, defeating 10- and 13-lvl drivers (with my 6-lvl driver) in result I gain (-)9 xp. I thought it is good result, but now I see I can't improve my development lvl this season. So my only hope is slowly improving my driver?

I think you're mixing up two things Colin.
Your reputation is just a number that shows your ranking throughout the game. If you beat managers with a higher ranking you're likely to gain reputation points. If they are lower you might not gain anything or even loose reputation.
Experience it a different thing and thats linked to your scouting and development level and that will always go up by 40XP every race.

Not mixing, rather this is exactly what I see. Description tells about XP where , as you said, actually you can find change of reputation.
